Finance Office

Finance & Accounts Section acts mainly as Service Section - to the faculty members, students, research scholars, staff members and other stakeholders. It has other functions too, some of which are: 

  • To Prepare the Annual Budget and Annual Accounts
  • To maintain Endowment Fund, Provident Fund A/c, Guest House A/c and other Institute Accounts
  • To assist the Finance Committee and other committees of the Institute on financial matters
  • To Correspond with MHRD and other funding agencies for grants and funds
  • To Prepare payroll, accounts receivable, accounts payable and cash management operations of the Institute
  • To assist various audit agencies (Internal as well as External) with information required by them from time to time
  • To disburse PG scholarships and various fellowships, and to issue utilisation certificate
  • To take action for enhancement of productivity through automation of financial operations
  • Any other work as may arise from time to time involving financial transactions

Fund Information


The Institute receives funds from various funding agencies but recipients of some funds, cannot be identified. The details of the fund are given below. The faculty members for whom the fund is meant for are requested to contact Shri Abhijit Bhattacharya (Extn. 205) of the Cash Section for confirmation. After the confirmation, the fund will be transferred following the usual procedures.

Achievements


  • After conversion to IIEST, Shibpur, software has been re-developed following the system and procedures at par with GOI norms with the active initiative of Shri A.K. Maity, Audit Officer within a very short period of time.
  • The PF statement and account of Gr 'D' Category employees were maintained manually till recent past. But this has been digitised with the help of present Accounting software with the active participation of Shri A. Patra, Jr. Suptd.
  • Payment of experts of Ph.D thesis were pending for a longtime. All such payments have been made and now the status of such payments is up-to-date. Action by Smt. Sujata Mandi.
  • There were a lot of problems relating to IT, TDS and Service Tax matters. These issues have been solved with the help of the agency M/s Pinsafe, Shri Tapan De, Accounts Officer and Shri Asit Dey.
  • All bank related problems have been streamlined with the active participation of Shri Abhijit Bhattacharya, Shri Gautam Bandopadhyay, Shri Gour Mandal and Shri Sushil Dey.

  • After depositing the cash, one copy of the Cash Deposit Challan (as marked for Cash Section) must be submitted along with the necessary order for such cash deposit (if any) to the Institute Cash Section for timely record and necessary adjustment of the same.

Sir/Madam,

Enclosed please find herewith the proforma for calculation of Income Tax for the financial year 2014-2015. All Heads of the Departments are requested to kindly circulate it among all Faculty Members, Teachers and Other Staff Members under their control to fill up the enclosed downloadable Form the website and submit the same to the Accounts Section latest by the 5th February 2015, otherwise it will be very difficult to check and verify the statement to be submitted by the employee and deduct the balance tax payable from the salary of January’15 and February’15.

It may please be noted that U/S 192 of Income Tax Act -1961 any person (i.e. the D.D.O) is responsible for depositing any Income chargeable under Head “Salary” income tax on the estimated income of the assessee under the head “Salaries” for the financial year 2014-15. Income Tax is to be calculated and deducted at the rates prescribed for the financial year in which the payment to the employee is made.

If no income tax statement is received within the scheduled date as stated in the Para –I above the income tax of the concerned employee will be calculated and deducted taking into account the savings reflected in the pay bill only.

  1. All faculty members, Officers, and Staff are requested to submit the proof of savings latest by 1st week of April’2015 so as to enable Accounts Section for early issuance of Form No. 16.
  2. Proposed Income Tax deduction and any change in GPF contribution for the financial year 2015-2016 may also please be intimated to the Accountant section latest by 25th February 2015
  3. All Faculty members & Staff members are requested to verify his/her PAN NO as mentioned in the Pay Slip. If any discrepancy is found, please bring it to the notice of the A.O. for correction.
